Chair ASTM F38 Committee on UAS Standards; TriVector Services
RDML Philip Kenul is a Senior Vice President for Aviation and Operations at TriVector Services and serves as Chair, ASTM UAS Committee F38, developing standards that facilitate UAS operations at an acceptable level of safety in the National Airspace. He previously served as NOAA Hurricane Hunter Aircraft Commander, Commanding Officer, NOAA Aircraft Operations Center, and Director, NOAA Marine and Aviation Operations Centers.
As a consultant Phil provided support services to the UAS Program Office within the National Oceanic and Atmospheric Administration (NOAA) to support transition for UAS applications. He also provided project management, system engineering, and technical support for scientific field campaigns using unmanned observing technologies. As Global Hawk Project Manager, Phil led planning, budget, scheduling, and interagency coordination for 3 NOAA led field campaigns. He developed the NOAA UAS Program Management Plan and defined the steps required to transform unmanned systems into adaptive, networked systems.
