A busy summer: the three new Task Forces
While different in scope and geographical focus, all the GUTMA Task Forces play a vital role in driving forward the association’s mission of advancing digital aviation and unlocking the potential of the uncrewed ecosystem.
The Task Force on the Operator to UTM Service Provider SLA Framework
Powered by our Board Member Wing, this Task Force aims to establish a clear framework to define service provider and operator responsibilities for the delivery and operational use of reliable, timely, and appropriate third party services.
The objective of this Service Level Agreement (SLA) framework is to outline and provide a formal framework, in the form of a guidance document, to facilitate the partnership between the Operator and the USP. The document aims to be leveraged in a global environment regardless of specific implementation.

The EU Task Force to Develop and Coordinate the regional EU pillar in a global market
The EU Task Force aims to develop material to reach out to the European Commission and EASA to advise them on how to accelerate and scale U-space implementation.
The participating members will produce a final report summarising findings, including a strategic list of recommendations to the European Commission and EASA on how to improve the current U-space situation without a lengthy legislative process and a list of initial priorities to focus on.

The US BVLOS Rule Task Force
The US Task Force will work to review the FAA’s BVLOS rulemaking components (Part 108 and Part 146) and what they mean for UTM service providers, both technically and legally and collect and synthesize perspectives from GUTMA members on areas of support and concern within the NPRM, including use of industry standards.
The participating members will issue a GUTMA position paper summarizing the task force’s consensus, to be endorsed by the GUTMA Board and an official GUTMA comment submitted to the FAA during the NPRM’s expected 30- to 60-day public comment period (estimated due date: August 4-29, 2025).

The newly launched Task Forces will work over the next three months, with final deliverables set to be released in September 2025. GUTMA Task Forces are open to the members of the association.
