Growing Participation in the Global Civil Aviation Authorities Network: Highlights from the 2nd Meeting

On 3 June 2025, the Global UTM Association hosted the second meeting of the Global Civil Aviation Authorities (CAAs) Network. A total of 22 countries were represented in this session, with national CAA representatives from China, Greece and Japan joining as new members.

 

The second meeting of the network was dedicated to GUTMA’s USS Data Sharing and Governance Agreement Template, authored in 2024 by a specially convened GUTMA Task Force led by the Swiss Federal Office of Civil Aviation (FOCA). The objective of the Task Force was to deliver a master agreement containing the basis for the exchange of data between USSs, laying the foundation for seamless cooperation among USSPs worldwide.  

The meeting provided CAAs with the opportunity to share their perspectives on their onboarding procedures and provide feedback on its application around the world. It was particularly observed that, where employed, the template helped decrease back-and-forth communications with service providers by standardizing documentation.  

  

The 1st Meeting at a glance 

The inaugural session of the Global CAAs Network was held on 27 March and focused on the GUTMA UTM Ecosystems’ Readiness Index 2024 Report. The report provides an in-depth global analysis of UTM ecosystem readiness levels of about 70 ICAO Contracting States, adopting a global benchmarking methodology consisting of six dimensions (legislation, governance, strategy, operations, technology, and business and market).  

 

Looking Ahead to September 

The next meeting of the Global Civil Aviation Authorities (CAAs) Network will take place in September: stay tuned as we reveal the next topic! 

The Network aims to serve as a link between national Civil Aviation Authorities, fostering collaboration and the sharing of knowledge on specific topics related to the global harmonization of Uncrewed Traffic Management (UTM) systems.
